start snmpd on FreeBSD

- start snmpd on FreeBSD
  1. sympton: after system startup, I cannot find snmpd daemon running
  2. edit /etc/hosts.allow to add an snmpd entry like : "snmpd :IP-ADDRESS : allow"
  3. restart snmpd
